Elements and Performance Criteria

1. Plan and prepare to apply underground coal mine emergency preparedness and response systems
   • Obtain, interpret, clarify and confirm work requirements
   • Access, interpret and apply underground coal mine emergency and preparedness and response system documentation and confirm work activity is compliant
   • Identify and address potential risks, hazards and environmental issues and implement control measures according to site requirements
   • Access and interpret emergency preparedness and response plan and explain and clarify to personnel involved
   • Identify, interpret and communicate roles and responsibilities to personnel involved according to emergency preparedness and response plan
   • Communicate and coordinate activities with others within scope of own role
   • Identify, obtain and allocate resources required for applying emergency preparedness and response plan
2. Apply underground coal mine emergency preparedness and response plan
   • Obtain, clarify, confirm and communicate incident information
   • Identify, assess and communicate type and scope of the incident
   • Apply and monitor emergency response, evacuation plans and action plans/procedures according to emergency preparedness and response plan
   • Apply procedures for monitoring, recording and reporting on emergency incident according to emergency preparedness and response plan
   • Apply procedures for collation, analysis and validation of emergency preparedness and response data according to emergency preparedness and response plan
   • Contribute to management of the incident within scope of own role
   • Identify, locate, obtain and apply emergency equipment to the incident according to emergency preparedness and response plan
   • Isolate potential sources of danger and put in place warning signs/signals/barriers according to site requirements
   • Coordinate and control response to incident within scope of own role
   • Communicate incident information according to emergency preparedness and response plan
   • Participate in audit, debrief and review requirements within scope of role
   • Process records and reports according to emergency preparedness and response plan and site requirements
3. Apply underground coal mine emergency preparedness and response routine plan maintenance procedures
   • Schedule and carry out inspections, equipment repair and maintenance activities according to manufacturer specifications and site requirements
   • Record and report required maintenance according to emergency preparedness and response plan and site requirements and recommend corrective actions

Performance Evidence

The candidate must demonstrate the ability to complete the tasks outlined in the elements, performance criteria and foundation skills of this unit, including evidence of the ability to:

apply and monitor underground coal mine emergency preparedness and response systems on at least two occasions, including:

isolating potential risks and hazards using barricading techniques

identifying, assessing and communicating types and scope of incidents

collating, analysing and validating emergency preparedness and response data

locating and applying emergency equipment

participating in audits, debriefs and reviews of incidents and procedures.

During the above, the candidate must:

locate and apply relevant legislation, documentation, policies and procedures and confirm work activity is compliant and confirm work activity is compliant

implement procedures and techniques for applying and monitoring underground coal mine emergency preparedness and response systems, including:

assessing the situation and making decisions

developing and applying contingency plans

questioning others involved to determine accurate details

emergency response, evacuation and action plans

accessing, interpreting and applying technical and safety information

managing risks and hazards

locating and setting up a fresh air base

collating, interpreting and reporting incident/emergency data

work effectively with others to apply and monitor underground coal mine emergency preparedness and response systems that meets required outcomes, including:

complying with reporting requirements and procedures

communicating clearly and concisely with others to receive and clarify work instructions

communicating clearly and concisely with others to coordinate work activities

operating emergency communication systems.
